A Study on Measurement of Multidimensional Poverty in Seoul

Abstract
The aim of this study is to measure multidimensional poverty in Seoul, so as to reduce the exclusive groups from the income-based welfare system.
Measurement of multidimensional poverty is a way to define the dynamic of poverty based on a variety of deprived experiences of a household as well as income level. This study revisited the conventional income-based poverty measurements, and it then arrived at the poverty thresholds in terms of standards of living and income in Seoul. The types of deprivations of households in Seoul were related to housing, energy, health, and metabolism. Through a series of statistical tests such as reliability, validity and additivity, the thresholds of income deprivation finally were set 20,520k KRW; and one related to standard of living was the households facing at least one deprivation. There were four groups to show the dynamics of poverty: non-poverty, vulnerable, rising and poor groups. As a result, the percentage of poverty households in Seoul was 10.1%, and that of vulnerable households was 30.3%, whilst that of rising and non-poverty households were 6.7% and 52.9%, respectively.
Furthermore, this study demonstrated that particular groups were in more vulnerable or poverty risks, such as households with multi-ethnic backgrounds, older people, infants and disabled people.
